FEATURES OF "SOFT POWER"

The article discusses the issue of the relationship between the concepts of "soft power" and propaganda. It is shown that within the framework of a realistic approach they are identified, and within the framework of the neo-liberal direction of the theory international relations there is a fundamental difference between these concepts. The parameters of comparison of neoliberal and realistic approaches in relation to the concept of "soft power" are given. It is noted that, despite the differences between these concepts, as well as between the concepts of "hard power" and "soft power", the opposition of the concepts is not absolute. The means of "soft power" and "hard power", according to J. Nye, can be represented as a continuum. In turn, the instruments of propaganda and “soft power” can also be transformed into one another. The consequences of this provision are discussed.
